Through working closely with top international institutions, teams and talents, Xiong’an Blockchain Lab will apply the most advanced blockchain technologies and concepts to the construction of a new smart city, and strive to become a new highland of scientific researches and business applications, and explore a new model of laboratory economy.
The Xiong’an Blockchain Laboratory focuses on “Innovation + Smart City + Digital Economy”, and initiates key technological researches, leads platform developments, and explores applicable practices. It sets up an “Academic Board” composed by professionals, experts and scholars in field of blockchain. The lab contains four functional centers, which are “Technology Research and Development”, “Standard Evaluation”, “Industry Incubation”, and “Promotion and Application”. The lab would also be focusing on providing innovative services, technical consulting, testing and evaluation, policy interpretation, business cooperation, and branding service. To reach the goal of data sharing, city governance, information security, IOT-AI integration, cross-chain interconnection, product transformation and start-up incubation, Xiong’an Blockchain Lab will make every effort to build a cutting-edge new R&D institution and world-class innovation platform to boost the growth of new smart cities.

Two-tier Operation
Use the blockchain to establish a data account for science-and-technology enterprises in Xiongan New District, realize unforgeable, non-tamperable and controlled sharing of data, solve the pain points of insufficient data trust in traditional science and technology services, low approval efficiency, and long decision-making cycles ,and build credible communicational bridges for science-and-technology enterprises, governments, financial institutions, and technology service organizations, so as to achieve the goal of improving the efficiency of government-enterprise communications, empowering the enterprise service ecology, and accelerating enterprise collaborations and innovations.
According to the business content and management objectives of the government, treasury, and project review, sort, analyze and supervise the governmental working efficiency and fund arrangement, supervision, and review, and develop and construct a fund management blockchain system to realize the traceability and efficiency of the whole process of financial funds arrangement. Through the standardization of big data, the system provides comprehensive big data analytical services as a part of financial innovative applications and public service capabilities in Xiong’an. The system continuously promotes the prosperity and development of the digital economy in Xiong’an.
In order to comprehensively carry out the reform of the approval system of engineering construction projects and to implement the "four unified" working guidelines (unified approval process, unified information and data platform, unified approval management system, and unified supervision method).
This system takes advantage of blockchain’s characteristics such as data security and transparency, traceability, and non-tampering, to further realize the government investment policy "One meeting and three letters", which would boost the whole process of cross-department, cross-service cooperation.
Deepen the new concepts of “one-stop review and approval", "none-f2f approval", and "one application form, one website acceptance, and one time certification".
